It is assured that the discussions on the points stated above will be debated from tomorrow in the Parliament.
He said that the corrupt officers must be imprisoned and their properties must be attached. Anna Hazare has also insisted on including lower bureaucracy within the ambit of the Lokpal.
On continuing the deadlock between the government and Anna Hazare on Lokpal bill, Anna Hazare today wrote to the Prime Minister Manmohan Singh on the issue.
Activist Manish Sisodia told Hazare's supporters that Anna Hazare is waiting for Prime Ministers reply and once he gets any feed back, he will inform the same.
However, the contents of the letter send to the Prime Minister Manmohan Singh were not disclosed by Sisodia.
The letter was sent through senior Maharashtrian leader and Union Minister Vilasrao Deshmukh, who had met the Gandhian who was on the tenth day of his fast.
Sources revealed that Hazare had sought written assurances from the government with respect to some issues in the Lokpal Bill.
Consequently, after Singh's speech, the Lok Sabha today unanimously decided to ask Hazare to end his fast as his health was deterioting and his life was considered too precious.
The Prime Minister had on Aungust 23 approached him with a proposal to end his fast and promising that his Jan Lokpal Bill could be considered by Parliament along with the government draft.

One of the news channel quoted him as saying  that he would not negotiate with any other mediator, including Home Minister P Chidambaram or Human Resource Development (HRD) Minister Kapil Sibal.

Bedi tweeted on the site Twitter as Anna is saying let the government come forward to discuss the Jan Lokpal Bill. Let the PM send his representatives. Any negotiations are just rumours.
The Prime Minister in Kolkata earlier this day said the government was ready for debate on the Lokpal Bill.
Hazare, 74, has been on fast since August 16 demanding a stronger Lokpal Bill in Parliament.
The anti-corruption campaigner also told the Marathi news channel that no official mediator has approached the him till now. He also said he would not approach  anyone without the presence of his advisers.
Hazare reiterated his demand that the Lokpal Bill introduced by the United Progressive Alliance (UPA) government in Parliament should be withdrawn immediately as it is weak and cannot fight the corruption menace.
He also hinted at some flexibility on the issue of excluding judiciary under the ombudsman, and said this demand could be discussed during the proposed talks.
He, however, added that a proposed Judicial Accountability Bill must be strengthened if judiciary has to be kept out of the Lokpal's jurisdiction.

Lokpal Bill: House panel mirrors Anna Hazare's views

Anna Hazare has said that the Lokpal Bill should include in its purview the council of ministers and judiciary, including higher judiciary and regulatory authorities. The parliamentary standing committee on personal, public grievances, law and justice to which the proposed legislation for the anti-corruption ombudsman has been referred. In the Bill it has also recommended substantial reduction in the two year imprisonment clause for frivolous complaints. Among the debative issues of the proposed Lokpal Bill are the two year imprisonment clause for frivolous complaints and inclusion of the Prime Minister and the judiciary in its ambit. While the committee does not have much opposition against penalizing/ malafide complaints, it is certainly opposed to the quantum of punishment prescribed in the Bill. It will not only be a major deterrent for the prospective whistlebowlers, but also increase the possibility of  misusing this provision. The committee therefore recommends that the penalty provided in clause 16 should be substantially reduced. The clause in question deals with two years imprisonment. The committee has also prescribed caution in pronouncing a complaint as frivolous/malafide,taking into account the intention of the complainant and not the outcome of the enquiry. On the inclusion of the ministers and judiciary in the ambit of the Bill, the committee took note of the submission that public servants were the instruments, rather than the doers and that the Bill looks only the public servants and ignores the main culprits.

The other diverse issues of the Bill is the exemption of  defence/intelligence forces saying that DoPT's reasoning behind doing so doing was no cogent. The report says that since the Bill is ultimately aimed at tackling corruption, the committee does not find any logic reason behind such exemption. In June, the government had decided to grant RTI exemption to CBI.

The committee also took the view that if the facts mentioned in an anonymous complaint revelaed a prima facie case, then it should not be rejected merely for want of the complainant's identity, going on to say that if the identity is not revealed, that only made the protection of the complainant easier.

Anna to fast; supporters burn copies of Govt’s Lokpal bill

Anna Hazare
On Sunday, Anna Hazare's supporters burned the copies of the government proposed Lokpal bill at Jantar Mantar in New Delhi, saying that from August 16th the Gandhian was determined to go on his indefinite fast to press for the clearance of the civil society's version of the legislation. The social activist Arvind Kejriwal said that, Government's Lokpal is dangerous as virtually covers nobody. Besides 1.25 crores government 'babus', the Prime Minister, Ministers, MPs, MLAs and even the Chief Ministers do not fall under the ambit of the Lokpal bill. It is farce; Anna Hazare will certainly go on fast. He clearly stated that the denial of permission from the Delhi police will not deter the activists and Ana from going ahead with his proposed fast and protest against the official version of the bill which is an insult to the Parliament. According to Kapil Sibal, burning of copies of the bill is an insult of the Parliament. Also the Delhi Police clearly pointed out that burning paper (Bill) is a violation of the Environment Protection Act. Kejriwal said that bringing such a sham bill in the Parliament s it insult not the burning. The permission to hold his indefinite fast and protest at Jantar Mantar on the ground that prohibitory order under section 144 of the CrPC is in force in the area has been denied by Anna. Kejriwal said that BJP-run MCD has granted permission to hold the protest at Ramlila Ground in New Delhi but the sanction from police was still awaited. Other activists besides Kejriwal, also took part in the protest at Jantar Mantar and burnt the copies of the bill and later they proceeded to the India Gate. It was also stated by Kejriwal that at the site of protest in which Anna Hazare did not take part, if the government denies permission, activist would court arrest and protest in jail. He also added that, prominent citizens, including judges, Bollywood superstar Amir Khan, have pledged their support to the movement.
